In 2023, IRMO spearheaded a project to enhance revenue collection for five LGAs in Dar es Salaam. Our team conducted a thorough analysis of existing revenue streams, identified new potential sources, and implemented streamlined processes. This initiative resulted in a significant 30% increase in revenue within the first year, showcasing the efficacy of our strategies.

Under the guidance of CEO Mr. Silayo, IRMO contributed to the reform of public financial management systems across 31 districts in Rwanda. The reforms included the implementation of a new Chart of Accounts, training for public sector accountants, and the deployment of an automated financial management system. These efforts markedly improved fiscal transparency and accountability.

IRMO's assignment to develop revenue enhancement strategies for four LGAs in the Pwani region under the GFG Programme aimed at bolstering local revenue bases. Our comprehensive approach included stakeholder engagement, SWOT and PESTLE analyses, and the establishment of monitoring frameworks, leading to an optimized revenue collection system.

IRMO recently concluded a comprehensive assignment under the Green and Smart Cities SASA Programme, providing technical assistance for the development of Revenue Enhancement Strategies (RES) and mobilization studies. This initiative, funded by the European Union, focused on three key Local Government Authorities (LGAs): Mwanza City Council, Tanga City Council, and Ilemela Municipal Council. The project, which spanned from January 2024 to April 2024, aimed to create a conducive environment for urban economic development by enhancing local revenue systems and promoting inclusive growth.
The assignment involved a detailed assessment of the revenue potential of these LGAs and the formulation of Five-Year Revenue Enhancement Strategies. These strategies were designed to optimize revenue collection processes, set realistic revenue targets, and improve the management and administration of local revenues. The project also addressed challenges such as low taxpayer compliance and the lack of effective revenue projection mechanisms.
Key components of the assignment included conducting SWOT and PESTLE analyses, evaluating existing revenue collection systems, and recommending improvements. The strategies developed were aligned with the Local Government Revenue Enhancement Strategy for 2021/22-2025/26 and other relevant policy frameworks. The final deliverables provided a comprehensive roadmap for the LGAs, including action plans, training for local staff, and recommendations for policy reforms to enhance revenue mobilization.
